Have the civilized nations of the world taken leave of their senses? Smoke canisters!?! Haven't they heard of bombs?
Piracy used to be a capital offense all over the world but now the world is worried about being sued for harming pirates in the commission of the crime of piracy. Never mind killing pirates, we are worried about environmental damage to the ocean from a few hundred gallons of fuel.
Insanity rules!

Whoa... take a step back, friend!
You need to understand the class of human being here that we're dealing with.
These people have nothing to live for. The likelihood is that their a child of a raped women who had her arms removed by some sick muslim militia for having had a child with someone other then her husband. These people have nothing to live for.
That being said, you're left with people who would rather be dead or rich, and are willing to risk that, under great threat.
So we're left with a dilemma - you try to come on board, they have one of many options to work with:
1) Blow up the whole damn boat and change the climate in that region for the next 17 years.
2) They'll kill every crew member on board and blow up the boat.
Frankly – I don’t want to have to pay higher utility bills this winter because we can’t intelligently figure out how to deal with these imbeciles.
Therefore, in consideration of the consequences, I hope that the international community thinks this whole thing through properly and knows how to weigh their options before taking any drastic action.
It's not an easy decision and I suspect you don’t want to be in the shoes of the person who has to make it.

Would that these guys were just imbeciles. This is serious stuff and the best that could happen to them would be a rope around their necks with the other end tied to something strong above their heads.
Things have really gotten out of hand over there and it may come to having to kill some "innocent" civilians in order to get rid of the pirates. In international relations we can't afford to be as squeamish as we have become. We don't worry about how many people die in barroom brawls on any given Saturday night or at how many people are maimed on a daily basis due to inebriated drivers both of which can be prevented, so some collateral damage is certainly not out of the question when a super dangerous activity like piracy is being struggled against.

You make some good points, though I don't think that the world is prepared for cowboys as such.
It's going to be a real challenge figuring out who these guys are, and I suspect this is NOT organized crime, but rather a bunch of desperate hooligans.
I think the only approach for stemming this violence is going to have to be a proactive approach. Reactive is going to be a tough challenge, in many of the ways mentioned above. Not so far off from some of the terrorist Arab groups and how they're dealt with today.
